Valmiera is located about 100 km from Riga - the capital city of Latvia. Riga usually is arrival point for most of foreign tourists travelling to Latvia.
If you are arriving in Riga with plane, the bus nr.22 is the cheapest solution to get from the Riga International Airport to the centre of city. But it takes about 40 minutes comparing with 10-15 minutes by car ... The schedule of bus nr.22 is available in homepage of service providers: www.rigassatiksme.lv).
The one of most convenient ways to get to the centre of city is shuttle buses of the hotel chain "Reval Hotels". For 3 LVL (about 5 EUR) this service is available not only for the hotel guests.
Of course - taxi ... As always it is most convenient transport for foreigners to travels in unknown cities but again as in any city worldwide - be careful with price of the service. The service rates can wary depending to the service provider, but any way in average it shouldn't be more as 10 LVL (about 15 EUR).
Now it is up to you - to stay for a night in Riga or at soonest to further travel to Valmiera!

The train is convenient and cheap way to get to Valmiera, but the service quality we would rate as very moderate and for safety reasons we would not to recommend to use the late evening trains for travels.
With bus:
Comparatively more comfortable way due to higher quality services for inland travels is a bus that 2-3 times per hour regularly go from Riga to Valmiera. You can get on a bus in Riga Central Bus Terminal (Rigas Autoosta) located in Riga central part next to the shopping centre Stockman. Most frequently bus leaving from the platform 10 and journey rate is about 3 LVL (5 EUR). The schedule is available on Internet: www.autoosta.lv.
With car:
With a car travel from Riga to Valmiera takes 1,5 to 2 hours.
